can i use the application which is created in visual studio 2012 in windows 8, in the windows 7 ?

I had requested a microsoft marketer about this a couple of times ago. They stated if it was a desktop system that it will still operate for the other windows. However if you created a windows 8 "app" it is not going to perform with nearly anything other then windows 8.
